Vacancy Description

The Advisory Committee on Packaging (ACP) is an Expert Committee funded by Defra. Expert Committees comprise external (non-civil service) specialists that advise ministers on specific policy areas and the advice they provide is operationally independent.
The ACP is designed to bring together the expertise and experience of individuals with a specific interest in packaging and packaging waste. It offers a valuable opportunity to influence government policy and benefit the public. Members are drawn from the all parts of the packaging chain, including businesses which have legal obligations under the Great Britain and NI Producer Responsibility Obligations (Packaging Waste) Regulations, e.g. manufacturers of packaging raw materials, converters, packer/fillers, sellers and importers, as well as others who are involved in the management of packaging waste – local authorities, compliance schemes, waste management companies and exporters of packaging waste.

We are looking for representatives from the following sectors on the Advisory Committee on Packaging:

• Manufacturer / pack-filler (3 posts) – we are seeking candidates with a good knowledge of the packaging regulations from the product manufacturing sector and the environmental and economic issues surrounding packaging design, choice, use and disposal, as well as an ability to advise on the impact of the reform of the packaging regulations on their sector.

• Waste management – we are seeking someone with a good knowledge of the packaging regulations, their impact on the waste management sector and the issues around the collection, treatment, recycling and recovery of packaging waste from both the household and commercial & industrial sectors.

• Retail – we are seeking someone with a good knowledge of the packaging regulations applying to the retail sector and the environmental and economic issues surrounding packaging design, use and disposal, as well as an ability to advise on the impact of the reform of the packaging regulations on the sector.

• Compliance scheme – we are seeking someone with a good knowledge of the packaging regulations and an understanding of the market-based compliance system for packaging in the UK who can contribute to advising on the operation of the current scheme as well as reforms to the packaging scheme and transition arrangements.

• Aluminium reprocessing and exporter sector – we are seeking someone with a good knowledge of the aluminium supply chain and recycling industry for both household and commercial material, an understanding of both domestic and export markets and a good knowledge of the packaging regulations and their impact on this sector.

• Glass reprocessing and exporter sector – we are seeking someone with a good knowledge of the glass container supply chain and recycling industry for both household and commercial material, an understanding of both domestic and export markets and a good knowledge of the packaging regulations and their impact on this sector.

• Paper reprocessing and exporter sector – we are seeking someone with a good knowledge of the paper supply chain and recycling industry for both household and commercial material, an understanding of both domestic and export markets and a good knowledge of the packaging regulations and their impact on this sector.

• Plastic reprocessing and exporter sector – we are seeking someone with a good knowledge of the plastic packaging supply chain and recycling industry for both household and commercial material, an understanding of both domestic and export markets and a good knowledge of the packaging regulations and their impact on this sector.

• Steel reprocessing and exporter sector – we are seeking someone with a good knowledge of the aluminium supply chain and recycling industry for both household and commercial material, an understanding of both domestic and export markets and a good knowledge of the packaging regulations and their impact on this sector

• Local Authority (4 posts) – we are seeking candidates with a good knowledge of the collection, treatment, recycling and recovery of packaging and an understanding of the specific issues relating to the impact of the packaging regulations, both current and proposed, on local authorities at a nation level. Membership of the Committee is being increased to include one local authority representative for each of Scotland, Wales, Northern Ireland and England.

Person Specification

For all roles, you will need to:

• Attend (as a minimum) quarterly meetings and attend task force meetings if so required to fulfil the role. Dates are agreed in advance and attendance via teleconference or physically is acceptable.

• Contribute to the analytical work of the ACP and its task forces in respect of the relevant area of expertise.

• Consider in advance and be prepared to debate papers circulated for discussion at quarterly meetings and task force meetings.

• Participate in additional working groups, as necessary, to advise Defra or the Chair of ACP on the development of the reformed packaging producer responsibility regime.

• This may require a commitment of up to 2 days per month though this is likely to vary depending on specific output requirements.

Current Members of the ACP are not precluded from applying for one of the above roles.

Essential Criteria

All Committee members will have:

• Skills in building effective working relationships with people from diverse backgrounds, offering constructive challenge, and working towards solutions which can be accepted by the whole group;

• Excellent communication skills with an ability to communicate effectively at the highest levels of government and business; and be able to handle queries from the media in an open and positive manner. An ability to present information effectively and formulate views persuasively, both written and oral, in a formal committee environment;

• Good analytical skills with an ability to grasp complex issues quickly, think strategically and solve problems in a creative manner with an aptitude to provide a broad insight into the views of your sector, drawing on your extensive experience and a wide network of contacts.

Candidates should be employed by a relevant company, trade association or local authority in a senior level role which relates to the functions listed above. They will need to show evidence of a good understanding of recent developments and future opportunities in relation to packaging, packaging waste and producer responsibility. Candidates from all parts of the UK are welcome to apply.
