Business Minister Margot James has today (30 November) announced that Stephen Redmond has been appointed as chairman of the Central Arbitration Committee (CAC).The CAC encourages fair and efficient arrangements in the workplace by resolving collective disputes in England, Scotland and Wales, either by voluntary agreement or, if necessary, through a legal decision. Mr Redmond, a former NHS Human Resources Director, takes over from Sir Michael Burton.

Vacancy Description
The Department for Business, Energy and Industrial Strategy (BEIS) would like to invite applications for the position of Chair of the Central Arbitration Committee (CAC).
The CAC is an independent statutory authority with specific functions relating to trade unions and employers. The most significant function of the CAC is adjudicating on the recognition and de-recognition of trade unions for collective bargaining in the workplace. This is carried out by applying the underpinning UK trade union recognition legislation when considering a union’s application for collective bargaining in a workplace, whilst seeking agreement between a union and the employer where possible.
The incoming Chair will also set the strategic direction of the CAC by monitoring developments in employment law, reviewing the CAC’s case work and its performance, and identifying risks and succession planning. The post-holder will also provide guidance in employment law and employment relations to the CAC Deputy Chairs and Members, set procedures of the CAC and where necessary recommend changes to them, provide an account to Parliament by publishing the CAC’s annual report, setting out compliance with performance standards and with Treasury requirements for the control and management of public expenditure.
The Chair will also manage the CAC’s caseload by appointing three-person panels, consisting of a Deputy Chairman and two CAC members, to adjudicate on cases across all the CAC’s jurisdictions and to represent the CAC effectively at official and unofficial meetings with key stakeholders, including senior Government officials and Ministers, and act impartially at all times to secure their confidence in the organisation’s credibility.
Person Specification
The post holder must be able to display:
- An ability to set the strategic direction of the CAC whilst ensuring performance targets are met. This will likely be demonstrated through an established track record at senior level of working in a public body, a private sector organisation, the legal profession or the Civil Service;
- Sound knowledge and understanding of collective employment relations and the legislation relating to it, with the ability to bring an independent viewpoint;
- The ability to analyse and determine complex legal issues through independent balanced judgement and, where appropriate, to advise panels in implementing sound pragmatic employment relations solutions;
- Strong presentation skills to promote the CAC’s reputation and influence key stakeholders, including senior Government officials and Ministers;
- Ability to work effectively with both sides in any dispute by demonstrating integrity and objectivity that maintains public confidence in the impartiality of the CAC;
- Ability to challenge constructively the opinions of others, work to achieve a shared consensus and accept collective responsibility;
- Ability to ensure that Treasury requirements for the control and management of public expenditure are met; and
- Understand the obligations involved when serving on a public body and have the credibility to do so.
