Location: The Board meets a minimum of five times a year at locations throughout the UK. The Chair will be required to undertake occasional travel to other CITB offices and colleagues and travel regularly to meetings with Government and stakeholders as an ambassador for CITB.
Number of Vacancies: 1
Remuneration: Remunerated to the extent of £22,500 p.a. All reasonable travel expenses incurred in connection with the role are payable by CITB.
Time Requirements: The role requires a commitment of an average of one day a week. The appointment will be from April 2018 for a period of four years with the option to extend for one further year. Extending the post will be at the discretion and approval of Ministers.

Vacancy Description

The importance of construction skills to the economy and the vision government set out for ITBs in the recently published Industry Training Board Review make this this is a very exciting time to lead CITB. We need an exceptional candidate that will quickly understand the needs of industry and government, and drive the organisation towards helping the industry attract, train and retrain the skilled workforce it needs.

 

The Chair and the Board will hold the Executive Team to account for the delivery of the organisation’s offer to the construction industry, provide inclusive and dynamic leadership to the Board of Trustees, ensuring that each trustee fulfils their duties and responsibilities for the effective governance of the organisation.

 

The Chair will also support and, where appropriate, challenge the Chief Executive and ensure that the Board functions as a unit and works closely with the entire Executive of the organisation to achieve agreed objectives.

 

He or she will act as a motivated and enthusiastic ambassador and the public face of CITB in partnership with the Chief Executive.

Responsibilities: 

Strategic and Dynamic Leadership

  • Provide strong and dynamic leadership to the Board, ensuring that CITB has maximum positive impact for its charitable beneficiaries and achieves its objectives.
  • Ensure that Trustees fulfil their duties and responsibilities for the effective governance of the organisation, including:

–        Operating within CITBs charitable objectives, regularly reviewing major risks and associated opportunities,

–        Ensuring that the Board fulfils its duties to ensure sound financial health of the organisation, with systems in place to ensure financial accountability.

–        Promptly addressing conflict both within and outside the organisation.

 

Internal and External Relations

  • Act as a motivated and enthusiastic ambassador and spokesperson for the organisation – promoting the support CITB provide to the industry and representing the organisation at external functions, meetings and events
  • Maintain close relationships with:

–  key members of the Government;

– the Chief Executive, ensuring s/he is held to account for achieving agreed strategic objectives.

– Key industry influencers, organisations and employers

 

Efficiency, Effectiveness and Driving Change

  • Enthusiastically Chair meetings of the Board of Trustees effectively and efficiently, bringing impartiality and objectivity to the decision making process.
  • Ensure that Trustees are fully engaged and that decisions are taken in the best, long-term   interests of the organisation and Industry and that the Board takes collective ownership.
  • Foster, maintain and ensure that constructive relationships exist with and between the Trustees.
  • Work closely with the Chief Executive to give direction to Board policy-making and to ensure that meetings are well planned, meaningful and reflect the responsibilities of trustees.
  • Drive forward decisions taken at meetings, to ensure they are implemented.

 

Governance

  • Overseeing recruitment Develop the knowledge and capability of the Board of Trustees.
  • Appraise the performance of the Trustees and the Board on an annual basis.
  • Ensure that the Board of Trustees is regularly refreshed and incorporates the right balance of skills, knowledge and experience needed to govern and lead the organisation effectively, and which also reflects the wider population.
  • Conduct an annual appraisal and remuneration review with the Appointments and Remuneration Committee for the Chief Executive in consultation with other Trustees.
  • Ensure that the Chief Executive has the opportunity for professional development and has appropriate external professional support.

 

 

Person Specification

In summary the CITB Chairperson will require the following skills, knowledge and experience, which will be tested through application and interview:

 

  1. An ability to lead the CITB Board, drive change and to provide dynamic and strategic direction;
  2. Commercial and Industry experience at a senior leadership level and accountability;
  3. Enthusiasm, understanding and commitment to the skills needs of the construction industry in the UK;
  4. Excellence in leadership, communication and negotiation;
  5. The ability to represent the industry’s skills needs to, and work cooperatively with, government.

 

In addition to the qualities required of a Trustee of the organisation, CITB’s Chair must also have the following:

 

Personal Qualities

  • Demonstrate a strong and visible passion and commitment to the organisation, its strategic objectives.
  • Demonstrate personal gravitas to lead a significant national organisation.
  • Ability to demonstrate that they have credibility in industry or commerce, preferably within the construction sector.
  • Exhibit strong inter-personal and relationship building abilities and be comfortable in an ambassadorial role.
  • Demonstrate tact and diplomacy, with the ability to listen and engage effectively.
  • Strong networking capabilities that can be utilised for the benefit of the organisation.
  • Ability to foster and enthusiastically promote a collaborative team environment.
  • Ability to commit time to conduct the role well, including travel and attending events out of office hours.

 

Experience

  • Experience of operating at a senior strategic leadership level within an organisation.
  • Successful track record of achievement through their career.
  • Experience of public sector governance and working with or as part of a Board of Trustees.
  • Experience of external representation, delivering presentations and managing stakeholders.
  • Significant experience of chairing meetings and events.

 

Knowledge and Skills

  • Capacity to build and maintain close links with relevant industry trade associations and other bodies.
  • Broad knowledge and understanding of the Construction Industry Training Board and its operating environment/current issues.
  • Strong leadership skills, ability to motivate others.
  • Financial management expertise and a broad understanding of Non-Departmental Public Bodies governance and financial issues.
  • Experience in the mechanisms of a registered Charity.

 

 

 

Additional Information

CITB’s Chair (and Board members) will serve a four-year term  and may be eligible to extend their term. This will be at the discretion and approval of Ministers.

  • Having an unspent conviction for an offence involving dishonesty or deception (such as fraud)
  • Bankruptcy or having entered into a formal arrangement (e.g. an individual voluntary arrangement) with a creditor
  • Have been removed as a company director or charity trustee because of wrongdoing.
