|The Defence Nuclear Safety Committee (DNSC) is the primary source of independent advice to the Secretary of State for Defence on nuclear safety issues associated with the Defence Nuclear Programmes. It is an advisory non-departmental public body sponsored by the Ministry of Defence, and consists of a chair and 11 members from a diverse range of backgrounds in both the public and private sectors.
We are responsible for:
· providing unbiased, independent, expert advice to the Secretary of State for Defence and senior officials on all safety matters pertaining to the defence nuclear programme (and security and environmental issues, where such issues have the potential to impact upon nuclear safety).
· providing assurance about the soundness of the safety practices and safety management arrangements relevant to the defence nuclear programmes
The DNSC forms its own work programme each year. This comprises meetings with officials, and visits to sites, across the Defence Nuclear Enterprise, to gather evidence to inform their annual report to the Secretary of State for Defence and MOD Senior Officials.
The DNSC is an advisory body only; as such, it does not resemble or operate like a safety committee would in a corporate organisation.
Members of the DNSC have a collective responsibility for the operation of the Committee. They must:
· engage fully in collective consideration of the issues, through participation in meetings and visits, taking account of the full range of relevant factors, including any guidance issued by the sponsor department or the responsible minister;
· ensure that the Code of Practice on Access to Government Information (including prompt responses to public requests for information) is adhered to;
· produce an Annual Report;
· respond appropriately to complaints, if necessary with reference to the sponsor department; and
· ensure that the Committee does not exceed its powers or functions.
We are looking to appoint a member with expertise in Nuclear Reactors. You will be independent of the Ministry of Defence operational activities and have the ability to apply intellectual rigour.
The DNSC has adapted the way it is working, as a result of Covid-19, and is holding many of its meetings virtually/online while restrictions apply. It plans to undertake visits in accordance with any restrictions in place at the time.
