Elaine Bailey appointed to Health and Safety Executive Board
The Department for Work and Pensions has appointed Elaine Bailey, by exception, to the post of Non-Executive Director to the HSE Board for 12 months.

This appointment has been made following the Commissioner for Public Appointments’ approval to appoint Elaine Bailey by exception, to support and lead the organisation whilst it recruits a permanent Member.

Elaine Bailey will assist as the Health and Safety Executive takes on the role of the Building Safety Regulator and, in the interim, support its shadow regulatory role.

Secretary of State for Work and Pensions, Thérèse Coffey, said:

Elaine’s experience of building safety, as well as her work with tenants in a housing or high-rise building environment, will be an asset to the Board and its vital work in helping keep people safe.

About Elaine Bailey:
With many years’ experience in the sector, Elaine has a wealth of relevant experience, a strong understanding of the housing sector, and is a strong advocate of ensuring homes are safe and secure.

Elaine was previously the Chief Executive of a social housing group, The Hyde Group, which responded early and positively to the emerging findings of the Independent Review of Building Regulations and Fire Safety. Elaine has been a sector leader in implementing the recommendations from Dame Judith’s independent review.

The Department will start a recruitment exercise in early 2021 to fill the role on a permanent basis.

Additional information:
Remuneration is £15,100 per annum for 30 days per annum.

The role of the Non-Executive Director – HSE BSR

The successful candidate will contribute to the Board’s role in leading HSE, with the opportunity to influence the future direction of health and safety in the workplace across Great Britain and in the built environment in England.

Key responsibilities include:

  • Helping lead the work of HSE by operating effectively as a Board Member and contributing to Board meetings and discussions;
  • Chairing or participating in the activities of Board Committees;
  • Maintaining effective working relationships with a broad range of networks and stakeholders;
  • Representing HSE externally, acting collectively in representing its decisions to stakeholders and the general public;
  • Acting as a mentor to HSE’s senior staff, particularly in their area of expertise;
  • Demonstrating a commitment to the Seven Principles of Public life.

Essential Criteria

We are seeking candidates with the right skills and abilities to complement the existing Board members. The successful candidates will need to demonstrate:

  • Ability to effectively contribute at Board level, think strategically and provide robust and reasoned challenge;
  • Ability to build positive, productive relationships, and communicate with a range of stakeholders;
  • Ability to champion change and learning, while helping the executive think through the risks and mitigations; and
  • Ability to exercise sound judgement in what can be a sensitive and pressured area and be able to confidently defend those decisions under scrutiny.
  • Knowledge of health and safety issues, preferably in the workplace.

Specifically, for HSE’s role as Building Safety Regulator, we are also seeking someone with reputable or valued experience of:

  • enabling positive culture and behavioural change in the safety of the built environment, particularly in relation to higher risk buildings,
  • effective networks and partnerships with, for example, house builders, contractors, local authorities, and/or other housing providers.

 

Desirable Criteria

The following criteria are also desirable:

  • Willingness to develop knowledge of the environment within which the public sector operates including a good understanding of parliament;
  • Understanding of risk and opportunities for commercial development; and
  • Experience of working in a regulatory environment.
  • Working and building trust with tenants.
