Vacancy Description

HS2 is one of the most demanding and exciting transport projects in Europe. The new HS2 high speed line will provide fast, frequent and reliable connections between 8 out of Britain’s 10 largest cities and their regions: Birmingham, London, Leeds, Manchester, Liverpool, Sheffield, Edinburgh and Glasgow.

By helping to bridge the north-south divide it will build a country that works together. The new railway will free up space on congested rail lines relieving overcrowding and improving reliability for millions of people using Britain’s railways.

It will help deliver a more productive economy, better able to compete on the global stage. By making it faster and easier to travel for work and leisure, HS2 will increase trade, boost tourism and regenerate towns and cities. Hundreds and thousands of jobs will be supported by Local Authorities’ development plans to capitalise on HS2.

At a pivotal point in its development, HS2 is transitioning from an advisory and project planning organisation to becoming a delivery body that will build and ultimately operate the railway. The Secretary of State for Transport is now seeking three Non-Executive Directors to join the board of HS2 Ltd with a real opportunity to shape the direction of this critical and highly visible project.

Person Specification

As a Non-Executive Director for HS2 Ltd, you will have recent and relevant Executive Board or Non-Executive Director experience or be able to demonstrate the ability to operate highly-effectively at this level. Candidates will need to demonstrate strength of character and resilience with experience or demonstrable ability to operate in a high-profile organisation tasked with delivering against demanding objectives.

Your general experience and skills will include:

 Excellent customer insight, acquired from working in customer facing businesses;

 Experience or knowledge of working in capital intensive programme delivery and project management;

 An understanding of, or experience of working in a large-scale operating environment, preferably a regulated organisation;

 Experience of the planning process for large, complex programmes and best practice for the associated risk management required;

 Leadership, people and team management skills including strong coaching and development experience;

 Excellent communication and presentation skills;

 An ability to exercise independent judgement and to constructively challenge and encourage;

 Strong ability to engage and manage stakeholders, which will include Government and local authorities;

 The ability to negotiate and align conflicting stakeholder interests and the ability to resolve disputes;

 An understanding of public and private sector financing and funding arrangements;

 An understanding or awareness of corporate strategy development and implementation;

 The ability to drive innovation and implement change in an established industry or organisation.

Your specialist skills and experience will include at least one of the following:

 Experience of large and complex railway operations and interoperability between different systems;

 Experience of property and regeneration of varying scale, delivered in partnership with multiple stakeholders and through a range of different – and innovative – funding and financing mechanisms;

 Experience of strategic planning and organisational development.

While each candidate may not meet all of these requirements, it is expected that these requirements should be fulfilled collectively across the successful candidates.
