The Independent Monitoring Board (IMB) has an important role in monitoring the fair treatment of detainees held within Military Corrective Training Centre (MCTC). The Board is expected to raise matters of concern with the Commandant and the Inspector of Military Establishments and is required to report annually to the Secretary of State for Defence. The Centre provides detention facilities for men and women of the Royal Navy, Army and Royal Air Force.
Members have access to all areas of MCTC and must satisfy themselves as to the state of the premises, the administration and the treatment of detainees. There is no formal training but new members will be allocated a mentor for up to twelve months. Initial appointment is for a period of five years and the maximum time that any member may serve on the board is a period of ten years.
This is a monitoring role and it must be stressed the Board Members are not inspectors.
Successful candidates for this role will demonstrate ability in the following areas:
- Report writing and interviewing skills
- Patience, listening skills and an enquiring mind.
- IT skills and access to the internet.
Knowledge and experience of the Armed Forces would be particularly welcome but not essential.
The Board is required to consist of at least two Magistrates, therefore candidates who hold this appointment would be welcome.
On Call Requirements: Members are required to be on call for at least 4 rostered weeks a year but would not be expected to make more than one visit to the establishment during a rostered week. This will involve visiting MCTC and listening to any applications that have been made by detainees. In the event of a serious incident, members who are on call could be required to attend at very short notice. However, other members can substitute if a particular member is unavailable.
