Vacancy Description

Northampton General Hospital NHS Trust’s (NGH) key challenge is managing delivery of their deficit control total whilst maintaining quality and safety; in particular the risks arising from the significant demand on their urgent and emergency services. These pressures are compounded by the lack of sufficient community based services, including beds, resulting in delayed discharges and high numbers of medically optimised patients in the hospital, as well as the increasing age and acuity of admitted patients. Key risks that were managed in 2017/18 include:

·      Emergency demand

·      Lack of a robust and funded health system winter plan;

·      Impact of agency caps;

·      Maintaining staffing levels.

The Trust achieved £1.3m better than the financial control total in 2016/17 but 2017/18 is the most challenging financial environment for many years. Their capacity to deliver savings without cross organisational transformation was limited, resulting in a failure to meet the control total by £4.8 m and a resultant loss in sustainability and transformation funding, with a total deficit of £23.3m at the end of the year.

The Trust’s year on year overall improvements in the national staff survey have been very positive. However, they know that the increased pressure of work is starting to impact on some indicators and their staff report an unacceptable amount of bullying and harassment. This is something which they are taking very seriously and is the focus of a programme of development to be launched in the coming months.
