The Department for Business, Energy and Industrial Strategy has today (23 April 2018) announced new appointments to the UK Atomic Energy Authority (UKAEA).

The UKAEA leads the commercial development of fusion power and related technology and position the UK as a leader in sustainable nuclear energy. Nuclear fusion, the process that powers the sun, can play a big part in our carbon-free energy future. UKAEA manages the UK fusion programme at the Culham Centre for Fusion Energy (CCFE) which is one of the world’s leading fusion research laboratories.

Shrinivas Honap, Sue Scane, and Professor Sir Adrian Smith have been appointed as new non-executive board members for a 3-year term from 1 April 2018. All 3 bring a wealth of valuable experience to the UKAEA board that will help ensure that it continues to deliver world leading research, innovation and training in nuclear fusion. The non-executive directors will provide advice and oversight across academic, financial and other areas of interest.

Shrinivas is currently a board member at the British Transport Policy Authority and a lay member at Speakers Committee of the Independent Parliamentary Standards Authority (IPSA). Previously he has held senior roles at Vodafone and Capita and as a non-executive within the NHS. He is currently chair of Audit at the Driver and Vehicle Standards Agency and a non-executive on the board of Registrars of Scotland.

Sue was the Director for Environment & Economy at Oxfordshire County Council until her retirement, having previously been its Assistant Chief Executive & Chief Finance Officer. In her career she helped to get the Oxfordshire City Deal, which aims to maximise the science facilities throughout the county including Harwell, Milton Park and Culham. Sue also serves on the Boards of the Oxford Diocese and of Didcot First.

Knighted in 2011 and elected a Fellow of the Royal Society in 2001, Sir Adrian is a distinguished statistician and currently the vice-chancellor at the University of London. He previously served as Director General, Knowledge and Innovation at the Department for Business, Innovation and Skills, and was Principal of Queen Mary University of London for 10 years. He has also worked with the UK Higher Education Funding and Research Councils, along with his appointment as Deputy Chair of the UK Statistics Authority in 2012.

These 3 members replace 2 non-executive directors who have reached the end of their terms, and we thank them for their years of service.

Vacancy Description

The UK Atomic Energy Authority (UKAEA) is one of the world’s leading research organisations supporting the development of fusion energy. Its primary mission is to lead the commercial development of fusion power and related technology and position the UK as a leader in sustainable nuclear energy.  Fusion research is managed at the Culham Centre for Fusion Energy (CCFE) in Abingdon, Oxfordshire. The UKAEA Board is the organisations main decision-making body and provides collective strategic and corporate leadership to the organisation.

Non-Executive Directors of UKAEA are formally responsible, through the Chair, to the Secretary of State. With the Chief Executive and Chair, the Non-Executive Directors are responsible for:

  • Contribute to and  oversee UKAEA’s strategy for discharging its objectives
  • Monitor the forward work programme and effective execution of the Board’s decisions
  • Ensure the effective overall operation and governance of UKAEA
  • Support the Executive Team in securing sustainable funding
  • Support the Executive Team in seeking to develop and maintain a stable and fairly rewarded workforce with the capabilities required to deliver UKAEA’s mission
  • Represent the views of the UKAEA to the public at various events

This position also carried specific responsibility to chair the Audit Committee and to:

  • Advise the Board on the soundness of the statutory annual accounts
  • Advise the Board on any issues relating to the UKAEA’s internal control frameworks
  • Oversee the planning and delivery of an effective internal audit programme including timely follow-up of internal planning and delivery of audit recommendations
  • Advise the BEIS Accounting Officer on the soundness of the UKAEA combined pension accounts

Person Specification

UKAEA are seeking candidates who meet the following criteria:

Essential

  • The ability to act as an effective non-executive director in a technology-based commercial business
  • Good network of senior contacts within the technology sector
  • The ability to chair the Audit Committee – ideally a qualified accountant with good financial knowledge
  • Ability to exercise judgement across a range of policy areas and strategic management issues
  • Sound commercial acumen
  • Good communication, relationship building and influencing skills.

Desirable

  • Awareness of the public-sector funding environment for science and technology
  • Strong interest in nuclear fusion and technology transfer to related sectors, but not necessarily detailed knowledge of UKAEA’s areas of research and technology
  • Financial planning and management

Additional Information

This is a part time Non-Executive appointment for which an honorarium is paid through PAYE. The rate for a Non-Executive Director is £15,000 a year. Travel and other reasonable expenses will be paid in accordance with the UKAEA’s Conditions of Employment. There is no entitlement to pension, holiday, sick pay etc.

The appointment is for a three-year fixed term with the possibility of an extension. There is a degree of flexibility in the role, but typically in the order of 12-15 days’ of work is required per annum.

Baseline Personal Security Standard is required (BPSS).
